My own view is that there is a right to bear arms, based in part on the second amendment and in part on an inherent right of self-defense, long recognized in common law. I also believe that the right to bear arms can be constitutionally regulated, as the second amendment clearly puts it it the context of a "well-regulated" militia. So, banning hand guns would violate the constitution in my view, but regulations requiring the registration of guns, for example, would not, nor would a prohibition against civilians owning bazookas.
