if he can be blamed for anything, it's that he doesn't have anyone on his staff to advise him on such technicalities as protocols when he meets and greets other world leaders. a similar faux pas was when michelle patted the queen of england on the back. but the queens let it go. because she knew michelle was just a baby on the international stage.
these things are inherently small things, but the images capture a big punch and can (and will, obviously) be used against him.
i believe he still hasn't fully stepped into his own shoes to the point where he seems at times overwhelmed by where he is. he needs to step up to the plate not do such things. they are embarrassing and hopefully his staff won't allow it to happen again.
oh, and let us not forget G.W. Bush's utter awe and near man-crush on vladimir putin. what an arse. that was worse than the bow. by far.

He took flak for bowing to the Saudi King and now he bows to the Emperor. This must have been discussed in advance by Obama and staff it seems to me, especially after the Saudi experience. I just don't think it's a big deal. The wingnuts will criticize him no matter what.
