If citizens refuse to comply with isolation or quarantine orders in the event of a health emergency, they may be imprisoned for up to 30 days and fined $1,000 per day that the violation continues.

Assuming that the facts in this article are correct (never a good bet for WingNutDaily) I do not know how I would vote on this proposal were I a member of the Mass. legislature. First, having read the article let me correct you in that no one is required to be injected against their will. The article states that vaccinations are not mandatory.
The government already has, I believe, fairly broad powers in the case of public emergencies. Certainly the last administration claimed virtually unlimited power in the event of any type of emergency.
Certainly if you were to show up at a hospital today and be diagnosed with, say, Ebola, you would be quarantined and would have no say in the matter.
I do share, however, some of your concerns, particularly your new-found concern for civil liberties.
