This falls somewhere between Bill Clinton awarding Halliburton no bid contracts and Obama recently awarding Halliburton spin-off Kellog, Brown and Root no bid contracts.
In other words, its Bush's fault.

Not exactly correct to call Kellog, Brown and Root a "spin-off." Brown and Root predated Halliburton, and have been making money off the government for decades. Many mentions in Peter Dale Scott's "Deep Politics and the JFK assassination".
Halliburton acquired Brown and Root in 1962 and spun them off in 2007. In the intervening years and currently they have been prime military contractors in Kosovo, Iraq, Afghanistan, Cuba and elsewhere. And yes, their government ties go back to Texas and Lyndon Johnson.
When one thinks of the concept of the "military industrial complex" one should see visions of Brown and Root (or Kellogg Brown and Root --- KBR) dancing in one's head.
