Suppose that every day, ten men go out for beer and the bill for all ten comes to $100. If they paid their bill the way we pay our taxes, it would go something like this:
The first four men (the poorest) would pay nothing. The fifth would pay $1. The sixth would pay $3. The seventh would pay $7. The eighth would pay $12. The ninth would pay $18. The tenth man (the richest) would pay $59.
So, that's what they decided to do. The ten men drank in the bar every day and seemed quite happy with the arrangement. One day, the owner threw them a curve. Since you are all such good customers, he said, I'm going to reduce the cost of your daily beer by $20. Drinks for the ten now cost just $80. The group still wanted to pay their bill the way we pay our taxes so the first four men were unaffected. They would still drink for free. What happens to the other six men - the paying customers ? How could they divide the $20 windfall so that everyone would get his fair share?
They realized that $20 divided by six is $3.33. But if they subtracted that from everybody's share, then the fifth man and the sixth man would each end up being paid to drink his beer. So, the bar owner suggested that it would be fair to reduce each man's bill by roughly the same amount, and he proceeded to work out the amounts each should pay.
And so:
The fifth man, like the first four, now paid nothing (100% savings). The sixth now paid $2 instead of $3 (33%savings). The seventh now pay $5 instead of $7 (28%savings). The eighth now paid $9 instead of $12 (25% savings). The ninth now paid $14 instead of $18 (22% savings). The tenth now paid $49 instead of $59 (16% savings). Each of the six was better off than before. And the first four continued to drink for free. But once outside the restaurant, the men began to compare their savings.
I only got a dollar out of the $20, declared the sixth man. He pointed to the tenth man, 'but he got $10!'
'Yeah, that's right,' exclaimed the fifth man. 'I only saved a dollar too. It's unfair that he got ten times more than I!'
'That's true!!' shouted the seventh man. 'Why should he get $10 back when I got only two? The wealthy get all the breaks!'
'Wait a minute,' yelled the first four men in unison. 'We didn't get anything at all. The system exploits the poor!'
The nine men surrounded the tenth and beat him up.
The next night the tenth man didn't show up for drinks, so the nine sat down and had beers without him. But when it came time to pay the bill, they discovered something important.
They didn't have enough money between all of them for even half of the bill!
And that, boys and girls, is how our tax system works. The people who pay the highest taxes get the most benefit from a tax reduction. Tax them too much, attack them for being wealthy, and they just may not show up anymore. In fact, they might start drinking overseas where the atmosphere is somewhat friendlier.
For those who understand, no explanation is needed. For those who do not understand, no explanation is possible.

As you said earlier "the top 1 percent of filers pay 40 percent of all income taxes". As said earlier the top 1% have 40% of the wealth. So this seems fair and reasonable to me. Most americans, according to a recent poll, think their taxes are fair. I am tired of the rich (and their lackeys) whining about their taxes. We have always had a progressive tax system. Don't make me google quotes from the founding fathers and Adam Smith.
Is it possible for taxes on the rich to be too high? Sure. Are taxes on the rich too high? I don't think so. Remember, the current debate is if the top tax rate should be 36% or 39%, as in the Clinton years when rich people were not starving. A legitimate debate sure. Maybe the top tax rate should be 37.6%. But stop the whining. It's not "class warfare", it's not "socialism" or "tyranny". It's a policy debate.
not possible then.....
If the richest 1% have 40% of the money, why shouldn't they pay 40% of the taxes? Still waiting for an answer. Perhaps we shouldn't tax the rich at all.
As soon as you tell us why the bottom 40% despite receiving the most from the Federal Govt pay nothing?
If paying taxes is indeed patriotic as Joe Biden says, then why do you support a tax policy where traitors benefit? Shouldnt everybody pay something?
I asked first, bozo.
the top 1% receive a hell of a lot from the government. they can afford tax accountants and lawyers that help them set up foundations and shelters and all kinds of things that help them avoid paying taxes.
you think that the people who receive "benefits" (as in uninsurance benefits, or disability or medicaid) are traitors? you know what, these people PAY TAXES on a lot of these benefits.
and riddle me this, why do you guys stand up for all these people who pay hardly any taxes (as a percentage of their real income) and send all the jobs overseas, thereby putting lots of "hardworking americans" out of work, and the guys who gobble up mid-sized businesses making it more and more difficult for small business to even survive, and who essentially could give a shit about "AMERICA" because they can live and work wherever they want. these guys have no loyalty to anybody but themselves.
are you one of these guys? are you going to be one of them? no, i didn't think so. this is why i ask why do you defend them, and act so defensive of their interests?
I didnt say theyre traitors, Joe Biden did. Well he implied it.
Anita you know we love you so dont run off in a huff but...
"why do you guys stand up for all these people who pay hardly any taxes (as a percentage of their real income)"
...is just about the stupidest argument youve ever made.
Besides the fact that liberals such as yourself trying to wrongly make this argument about a few small percentage points for the evil rich, I find your tone all wrong. You would have me be apathetic to my countrymen, I think not.
If I saw a woman being raped I would help her, yet I am a man.
If I saw a black man being robbed I would help him, yet I am white.
The Aurora was against government waste under Bush and we are against government waste under Obama. Bush was wrong with the excessive compassionate bullshit conservatism spending, the bailouts and TARP, just as Obama is wrong now. Dead wrong! Obama is just taking it to a whole 'nother level. Bush and the Dem congress were out of control with the spending and how does Obama CHANGE that, he quadruples it his first year. 12 fucking trillion dollars. thats 12 followed by 12 zeroes. You dont spend out of debt, and all spending must eventually be paid for. Regarding fiscal matters, the government have proven themselves to be untrustworthy of the taxpayers monies, and I dont have to be in the 1% tax bracket to do everything in my power to stop that crime as its being commited.
you don't scare me with all your zeroes, o.donkey. and i occasionally leave in a huff but, as it turns out, i end up back here with youse guys because, well. hmmm. why DO i end up back here?
ANYWAY ... believe or or not, i am just as afrighted by all the debt we as a country are taking on as you are. i, for one, have little if no retirement savings and when and if i turn 99.999 years old, i hope to collect my social security, or at least to be able to pay for my bed in the dementia wing of the dutchess county old spinster's home. and at this point, i don't think that bed will be awaitin' for moi and ma skinny ass.
so all this is all kind of over my head, but as i read it with my pea brain, it's a complex issue but bottom line is that it is those representatives of your revered 1% of america, of whose wealth you are so very protective, that f*cked this country up and put it into this most recent crisis, melt-down, what have you. and i am referring to the swifty bankers and and their numbnut analysts from MIT who turned shit into shinola.
so who do they decide to put in charge of it all? rubin. summers. and WTF geithner?
the very perpetrators of this crime are in charge of fixing it?
obama, yes. he's a little naive. but i'd take him over bush or mccain ANY DAY OF THE WEEK.
yes, i am in a huff.
but it's (mostly) not your fault.
